Tags + AP binding — wire a WLAN end-to-end

Bind the building blocks. Create a Policy Tag that maps the corp-wifi WLAN to the CORP-POL policy profile, a Site Tag that pushes the branch-ap AP-Join profile, and a placeholder RF Tag. Then attach all three tags to a specific AP record (MAC aabb.ccdd.eeff).

Scenario
Slice B is the *binding* layer of the controller's new configuration model. Profiles by themselves do nothing — they only become live policy when a tag references them, and a tag only matters when an AP carries it. The three tag families: - Policy Tag lists (WLAN, Policy) pairs. An AP carrying this tag advertises every listed WLAN with that WLAN's matching policy profile applied to client traffic. - Site Tag picks an AP-Join profile (and, in real-world deployments, a Flex profile and a control-plane site name). Decides "what system-config does this AP get." - RF Tag binds RF profiles per band (2.4 / 5 / 6 GHz). Slice B accepts the tag entry; per-band profile bindings ride in Slice C alongside the RF profile catalogue itself. The AP itself is referenced by MAC in Cisco's H.H.H dotted-hex form (aabb.ccdd.eeff). In the per-AP sub-mode you set policy-tag NAME, site-tag NAME, and rf-tag NAME. Real APs pick these up at CAPWAP join. Grammar: `` wireless tag policy <name> description <text> wlan <wlan-name> policy <policy-profile-name> wireless tag site <name> ap-profile <ap-profile-name> wireless tag rf <name> description <text> ap H.H.H policy-tag <name> site-tag <name> rf-tag <name> `` A common workflow gotcha: tag bindings are *strings* — they don't enforce existence at parse time. If you reference a Policy Profile that doesn't exist yet, the binding stores fine but the runtime fails to flatten when the AP joins. Define profiles first, then tags, then ap records.
